Posted August 27, 2004 12:16 AM[The Sergeant investigating Dr. Davis's complaint] told me they routinely bring in citizens for taking photographs and that they can arrest at their discrepancy anyone who walks across their parking lot. He is wrong on both accounts as described to me both by lawyers and by an officer in Chicago PD internal affairs.
